In accordance with the Request of the General Assembly, as contained
in its Resolution of 16 November, 1g50, and in accordance with Arti-
cle 6j of the Statute of the Court, the Secretary-General has to-day dis-
patched to the Court, by surface mail, twenty-five dossiers in English and
twenty-five in French containing the documents of the Geiieral Assem-
bly relating to this subject. These documents, in printed form, represent
the final edited version of the documentation, advaiice copies of which
1 forwarded to yoii informally on 5 December 1950.
In addition, 1 forward herewith one copy in English and one copy in
French of this documentation and certify that they are true copies of
the texts as tliey will appear in the final printed Officia1Records of the
United Nations.

The Canadian Embassy presents its compliments to the Registry of
the Ititernational Court of Justice and has the honour to refer to the
Registry's ilote No. 12208 of December 1, 1950, enclosing copies of
an Order of the International Court of Justice of December I, Igjo, in
which tlie Court gave due notification that January 20, 1951, had been
set as the date of expiry of the time-limit within which the States and
Organizations authorized miglit file writteii statements in regard to the
reference to the Court of tlie question of reservations to multilateral
conventions (Genocide Convention).
Althongh the Canadiac Government is, of course, vitally interested
in the Advisory Opinion to be handed down by the Court, it does not
consider it necessary at this time to forward an official statement to
tlie Court.

Republic ofGermany has hecome a hlember of the Food and Agriculture
Organization, an invitation to become a party to the Genocide Con-
vention was addressed to that Governmenton zoDecember, 1950,through
the intermediary of the Allied High Commission, Petersberg, Germany.
This invitation was extended in accordance with Genera! Assembly
Resolution 368 (IV) of 3 December, 1949,which requested the Secretary-
General to send invitations to each non-member State whicli was or

L'Assembléegénéraledes Nations Unies ayant, par résolution du .
17 novembre 1950, demandé à la Cour internationale de Justice un
avis consultatif sur la question des réserves à la Convention pour la
prévention et la répression du crime de génocide, le I'résicleiitde la
Cour a, par ordonnance du Icrdécembre, c,onstaté, eii se référant à
l'article 66, paragraphez, du Statut, que les Etats invités à signer cette
convention étaient susceptibles de fournir à la Cour des renseignements
sur la question à elle soumise. Le Secrétariat des Nations Unies m'a
fait savoir, par une lettre qui m'est parvenue le 16 janvier 1951. que
la République fédéraled'Allemagne avait, à la date du 20 décembre
1950, étéinvitée à signer la Convention sur le génocide ; il m'incombe,
par conséquent, de vous faire connaître, en exécution <leI'ordonnance
du IP~décembre 1950, que la Cour est disposée à recevoir de la Répu-
blique fédérale d'Allemagne un exposé écrit relatifà la question des
rÇserves à la Convention pour la prévention et la répression du crime
de génocide,et à entendre sur ce sujet un exposéoral quiserait prononcé
au nom de la République fédérale d'Allemagne.
Votre Excellence voudra bien trouver ci-joint un exemplaire des
textes auxquels je me réfere, savoir le Statut de la Cour (voir, p. 51
du volume reproduisant les actes et documents relatifs à l'organisation
de la Cour, l'article 66 mentionné plus haut), la demande d'avis formulé
par l'Assemblée généraledes Xations Unies1, et l'ordonnance du
Icrdécembre 1950 '.
Vous remarquerez que I'ordonnance fixe au zo janvier 1951 I'expi-
ration du délai dans lequel peuvent êtreprésentésles exposés écrits.
La présente communication ne vous parvicndra pas à temps pour per-
niettre la présentation d'un exposé écrit de la Iiépubliqiie fédérale
d'Allemagne. Mais il lui demeurera loisible de charger un représentant
de prononcer un exposéoral : en effet, la date des audiences réservées
aux exposés oraux en l'affaire sera prochainement fixée, et j'aurai
l'lionneur de vous en informer, ainsi que tous les autres intéressés.
J'ajoute que les audiences n'auront sans doute pas lieu avant le mois
de mars au plus tôt.
Je resteà votre disposition pour toutes informations complémentaires
dont vous pourriez avoir besoin. Je crois devoir dès à présent attirer

Cour par l'ordonnance du Ier décembre 1950, des exposés écrits ont
étéprhsentts, outre celui que vous avez bien voulu transmettre à la
Cour. par les gouvernements des fitats ainsi que par des organisations
dont les noms suivent :
Union des Républiques socialistes soviétiques ; Royaume hachimite
de Jordanie ;Etats-Unis d'Amérique ; Royaume-Uni de Grande Bre-
tagne et d'Irlande du Nord ; Israël ;Pologne ; Tchécoslovaquie ;Pays-
Ras ;République populaire de Roumanie ; République socialiste sovié-
tique d'Ukraine ;République populaire de Bulgarie ;République socia-
liste soviétique de Biélorussie ;République des Philippines ; le Bureau
international di1 Travail' et l'Union panaméricaine.
Vous voudrez bien trouver sous pli séparé, en cinq exemplaires, un
volume imprimé ' ou se trouvent reproduits les exposésdont il s'agit,
ainsi que le bordereau des documents que vous aviez joint à la deman<-le
d'avis conformément à l'article 6j, paragraphe z,du Statut.
Conforinément à l'article 66, paragraphe 4, du Statut, ces observa-

1have heen directed by the Secretary of Foreign Main of the Philip
pines to state that the Philippine Government is at present endeavouring
to secure from the Australian Government clarification of the legal
consequences of the withdrawal of the words quote would not regard
as valid any ratification of the Convention maintaining such reservations
unquole from its letter to the Secretary-General of the United Nations
dated fifteen November nineteen fifty, in particular whether the with-
drawal of these words constitutes uncquivocal acceptance by the Austra-
lian Government of the Philippine reservations on the Genocide Con-
vention stop Consequently it is requested that the question of whether
or not there continues to exist a dispute between the Govemment of
Australia and the Government of the Philippines, as stated in the Philip-
pine statement filed with the International Court of Justice, be held
in aheyance pending the clarification of the intentions of the Government
