Terrorism Act of 1987"(Title X of the Foreign RelationsAuthorization Act of
1988-89;Pub. L. No. 100-204,enacted by the Congressof the United States and
approved Dec. 22, 1987(the "Act")) will become effective.ïhe Act prohibits,
among other things, the Palestine Liberation Organization"PLO) from estab-
lishing or maintaining an officewithin the jurisdiction of the United States.
Accordingly,as of March 21, 1988,maintaining the PL0 Observer Missionto the
United Nations in the United StatesWillbe unlawful.
The legislationcharges the Attorney General with the responsibility of en-

forcine the Act. To that end. ~leasebe advised that. should vou fail to comolv

"Mr. Giuliani then read out the following statement, attributable to the
Spokesman,descnbing the Secretary-General'sposition on the Observer Mission
of the Palestine Liberation Organization (PLO): 'The members ofthe PL0
Observer Missionare,by virtue of resolution3237(XXIX),invitees10the United

Nations. As such,theyare coveredhy sections11,12and 13of the Headquarten
Agreement of 26 Iune 1947.There is therefore a treaty obligation on the hostcountw to wrmit PL0 Observer Mission personnel to enter and remain in the
United States to cary out their official funciions ai United Nations Head-
quarters.'
To a senes of questions on that statement, Mr. Giuliani said it had ken made
in light of recent moves in the United States Congress to close the PL0 officesin
Washington and New York. The PL0 Mission had ken in touch with both the

Legal Officeand the Secretary-General. To his knowledge, it was the first time
that an Observer Mission to the United Nations was king asked to close its
officesin a host country, he said in answer to a question. The United States State
Deuartment was exwcted to make a statement on that issue todav. Asked what
cxktly the Ilnitcd ~ationscould and uould do, Mr. Giuliïni saidhe nould have
to ihcck. he mentioned that the issuehad ïlso been taken up in the Committee on
Relations with the Host Country .."
