2 December 1954 a.transmitting a Request Dythe General Assembly
for an advisory opinion on the subject of voting procedure on questions
relating to reports and petitions concerning the Territory of South-
West Africa.
In accordance with Article 65 of the Statute of the International
Court of Justice, 1 am transmitting to you to be niade available to
the Court, thirty dossiers in English and thirty dossiers in French
containing documents likely to throw light upon the questions which
have been suhmitted to the Court. One dossier in English and one
dossier in French are enclosed lierenith together aith Introductory
Notes for al1dossiers. The remainder have been transmitted by surface
mail. 1 certify that al1 documents, a complete list of which will be
found in the table of contents, are final officia1records or true copies
therefrom.
The Introductory Note has heen prepared with a view to facilitating
the use of the dossier which contains certain basic documents relating
to the action taken by the General Assembly with respect to the
question of South-West Africa, and the documentation of the Assembly
and its cornmittees on South-West Africa bearing on the subject of
voting on questions relating to reports and petitions concerning the
Territory of South-West Africa. The Introductory Note refus to the
relevant documents and futnishes a brief survey of the development
of the question of South-Ltfest Africa in the United Nations betureen
the fifth regular session of the General Assembly, in the course of
which the Assembly accepted the Advisory Opinion of the Court of
II July 1950, and the ninth regular session.
The Secretary-General will be glad to provide the Court with any
additional documentation or information in his possession which the
Court might find useful in its consideration of the opinion requested
by the General Assembly, including documentation and information
