its conduct is to be presumed — It is erroneous to require that Azerbaijan’s undertakings correspond
in all respects to the measures requested — There was no need to repeat in amended form elements

1. With much regret to depart from the majority, I would like to explain the reasons for my vote.

DISSENTING OPINION OF VICE-PRESIDENT GEVORGIAN
The Court lacks prima facie jurisdiction to indicate provisional measures — Conditions under Article 30 (1) of the Convention Against Torture are not met — No genuine attempt to resolve the dispute through negotiations.
