"The Court shall have the power to indicate, if it considers that
circumstances so require, any provisional measures which ought to
be taken to preserve the respectiverights of either party",
while Article 75,paragraph 2, of the Rules of Court is to the effect that

1have unfortunately been obliged to vote against the Order by which
the Court has decided that the Application by Nicaragua for permission
to intervene under Article 62 of the Statute in the case concerning the
Land, Island and Maritime FrontierDispute (El Salvador/Hondurasj
shouldbe dealt with by the Chamber formed to deal with the case.
