Obligations of States in respect of climate change (Request for Advisory Opinion) The President of the Court makes an Order organizing the proceedings; she fixes the time-limits for the presentation of written statements and for written comments on those statements
THE HAGUE, 25 April 2023. Following the request by the General Assembly of the United Nations for the International Court of Justice to render an advisory opinion on the obligations of States in respect of climate change, the President of the Court has made an Order organizing the proceedings.
In her Order dated 20 April 2023, the President decides that “the United Nations and its Member States are considered likely to be able to furnish information on the questions submitted to the Court for an advisory opinion”. In accordance with Article 66, paragraph 2, of its Statute, the President fixes 20 October 2023 as the time-limit within which written statements on the questions may be presented to the Court, and 22 January 2024 as the time-limit within which States and organizations having presented written statements may submit written comments on the written statements made by other States or organizations, in accordance with Article 66, paragraph 4, of the Statute.
The subsequent procedure has been reserved for further decision.

The International Court of Justice (ICJ) is the principal judicial organ of the United Nations. It was established by the United Nations Charter in June 1945 and began its activities in April 1946. The Court is composed of 15 judges elected for a nine-year term by the General Assembly and the Security Council of the United Nations. The seat of the Court is at the Peace Palace in The Hague (Netherlands). The Court has a twofold role: first, to settle, in accordance with international law, through judgments which have binding force and are without appeal for the parties concerned, legal disputes submitted to it by States; and, second, to give advisory opinions on legal questions referred to it by duly authorized United Nations organs and agencies of the system.
