Accreditation procedure for the public hearings
opening on Monday 27 February 2006
PRESS
THE HAGUE, 21 February 2006. The following accreditation procedure has been
established for media representatives wishing to cover the public hearings in the above-mentioned
case, which are to open on Monday 27 February 2006.
No special admission procedure has been established for members of the public.
There will be special rules in force for media coverage of the hearings. You are kindly asked
to take note of these before applying for accreditation, so as to avoid any problems on arrivai.
Representatives of the media will be asked, on picking up their accreditation badge, to sign a
document in which they undertake, on behalf of the organization they represent, to respect a code
of conduct established by the Court for the period scheduled for the hearing of witnesses, experts
and witness-experts (from 17 to 28 March 2006). The purpose of the code of conduct is to ensure
the sound administration of justice and taking of evidence, and to enable the aforementioned
persans to enjoy complete independence in giving evidence. It will be communicated in advance
by e-mail to media representatives applying for accreditation.
Online accreditation
Media representatives are asked to complete the online application for accreditation to be
found on the home page of the Court's website (www.icj-cij.org).
Applications for accreditation must reach the Court by not later than 3 p.m. on Friday
24 February 2006.
Only application forms submitted online will be consideNo account will be taken of
forms sent by fax or post. Applications will be checked individually by the Court's Information
Department and will receive an e-mail response notifying accredited persans of where and how to
pick up their entry badges.
No account will be taken of incomplete forms or forms received after expiry of the
time-limit. -2-
Photographers are requested to apply for accreditation separately, using the same type of
form.
In order to avoid long queues, media representatives are asked to present themselves at the
Peace Palace gates by 9 a.m. for the morning sittings, and by 2 p.m. for the afternoon sittings.
They are kindly requested to carry persona! ID as weil as their press card. Rigorous checks will be
carried out before each sitting.
Only duly accredited individuals with valid identification will be allowed onto the Peace
Palace site during the public hearings.
Parking
No parking will be permitted within the Peace Palace grounds. Vehicles should be left in
parking spaces (generally metered) in neighbouring streets.
Exceptions may be authorized for vehicles equipped with satellite antennae for live
broadcasting, or for those with heavy equipment to unload. Requests for such authorization must
be submitted in advance to the Information Department and must include a statement of reasons.
Press room
Journalists will have access to the Peace Palace press room, to which the hearings will be
transmitted live. Headsets will be provided, enabling media representatives to follow the
proceedings in English or French. The press room is equipped with an Internet connection. Press
members are advised to bring their own mobile phones.
The press room will provide direct TV feeds off the Court's audiovisual system (PAL), as
well as radio feeds from the Court's audio system.
Photographers
Accredited photographers may take still pictures for a few minutes at the start of the sitting
on Monday 27 February 2006 only. They must keep to the right-hand side of the Great Hall of
Justice, as they normally do.
