wjthin the United States zone of occupation in Gemany, on March lOth,
1953.

The Applicatio nontauis the following swnmary of the facts:
On MarchlOth,1953, the Governrnent of Czechoslovaki ailfully and
unlawfully c~usedMXG-type militaryaircraft to cross the Czechoslovak-
Gexman frontier and, without any provocation, to pursue and attack
United States Air Force F.84-t?,~ aircraft engaged In peaceable routine
