The Ministry of Foreign Affairs of Belize presents its compliments to the Embassy
of the Republic of Guatemala and has the honour to refer to the latter's Note No.
532-2010 dated October 10, 2010 regarding the approval by the Guatemalan
Congress of the Special Agreement betwcen Belize and Guatema.la to Submit
Guatemala's Territorial, Insular and Maritime Claim to the International Court of
Justice [the Special Agreement) signed on 8 December, 2008.
The Ministry of Foreign Aff airs of Belize further has the honour to inform that in
accordance with Article 6 of the Special Agreement the Government of Belize has
completed its internal procedures to allow the Special Agreement to corne into
force.
The Ministry of Foreign Affairs further has the honour to inform that the
Government of Belize has also completed the înternal procedures to alluw the
subsequent Protocol amending the Speciai Agreement signed on 26 May, 2015 to
corne into force.
Attached hereto are copies of the Instruments of Ratification for the Special
Agreement and The Protocol.

SPECIAL AGREEMENT BETWEEN BELIZE AND GUATEMALA TO SUBMIT
GUATEMALA'S TERRITORIAL, INSULAR AND MARITIME CLAiM TO THE
INTERNATIONAL COURT OF JUSTICE
WHEREAS, the Special Agreement Between Belize and Guatemala to
Submit Guatemala's Territorial, !nsular and Maritime C!aim to the International
Court of Justice (hereinafter called "the Agreement") was signed on the 8th
December of 2008;
AND WHEREAS, the Senate of Belize has authorized the ratification by
the Government of Belize to the Agreement, in accordance with section
61A(2)(a) of the Constitution of Gelize;
NOW THEREFORE be it resolved that the Govemment of Belize, having
considered and approved the Agreement, hereby declares that Belize ratify the
Agreement and undertakes foithfully to perform and carry out the stipulations
contained thereîn;
IN WITNESS WHEREOF, 1 Wilfred P. Elrington, Minister of Foreign
Affairs and Home Affairs, have hereunto set my hand and caused the Public Seal
of Belize to be affîxed .

MARITIME CLAIM TO THE INTERNATIONAL COURT OF JUSTICE
WHEREAS, the Protocol to the Specia! Agreement Between Belize and
Guatemala to Submit Guatemala's Territorial, insular and Maritime Claîm to the
International Court of Justice (hereinafter called "the Protocol") was signed on the
25tt, May 20-: 5;
A.ND WHEREAS, the Senate of Belize has authorized the accession by
the Govemment of Belize to the Protocol, in accordance with section 61A(2)(a) of
the Constitution of Belize:
NOW THEREFORE be il resolved that the Govemment of Belize, having
considered and approved the Protocol. hereby declares that Belize ratify the
Protocol and undertakes faithfully to perform and carry out the stipulations
contained therein;

Affairs and Home Affairs, have hereunto set my hand and caused the Public Sea!

to the International Court of Justice, signed in Washington, D.C. on 8 December
2008 (hereinafter "Special Agreement").
The Ministry of Foreign Affairs of the Republic of Guatemala is pleased to transmit to
the Honorable Embassy of Belize the original Instrument of Ratification of the Special
Agreement, signed by the President of the Republic of Guatemala on 2 July 2018. ln
accordance with Article 6 of the Special Agreement, which provides that it shall enter
into force when the instruments of ratification have been exchanged, and which is now
formalized by the present Note, it is established that the Special Agreement enters into
force today.
The Minstry of Foreign Affairs of the Republic of Guatemala avails of the opportunity to
reiterate to the Honorable Embassy of Belize the assurances of its highest and
distinguished considerations.

Ministry of Foreign Affairs of Belize, in occasion to make reference toits verbal note No. 039,
dated January 19th 2017, regarding compliance with internai procedures by the mustrated
Govemment of Belize, to corne into force the Special Agreement between Guatemala and
Belize to Submit the Territorial, lnsular and Maritime Claim of Guatemala to the International
Court of Justice, and tts subsequent Protocol, attaching the originels of the respective
Instruments of Ratification.
Therefore, the Embassy of the Republic of Guatemala is pleased to forward the original
Instrument of Ratification signed by the President of the Republic of Guatemala on December
19th , 2016, in regards with the Protocol to the Special Agreement between Guatemala and
Belize to submit Guatemala's Territorial, lnsular and Maritime Ciaim to the International Court
of Justice. signed on May 25th 2015, in compliance with the provisions of Article 4 of the
Protocol, which establishes that the same will enter into force when the parties exchange their
respective instruments of ratification, which is formalized by means of the present note,
estabfishing that the Protocol enters into force today.
The Embassy of the Republic of Guatemala avails itself of the opportunity to reiterate to the
Honourable Ministry of Foreign Affairs of Belize the assurances of its most distinguished and
