FRONTIÈRE BELGO-NEERLANDAISE
Le Gouvernement du Royaume des Pays-Bas et le Gouverne-
ment du Royaume de Belgique;
Considérant qu'un différend est survenu entre eux à la suite de
contestations de souveraineté sur les parcelles cadastrales connues
de 1836 à 1843 sous les nosQI et 92, SectionA, Zondereygen ;
Désirant que ce différendsoit résolupar une décisionde la Cour
internationale de Justice qui déterminera leurs droits respectifs
quant à la souveraineté sur lesdites parcelles;
Désirant que soient définies lesquestions a soumettre à la Cour
internationale de Justice;
SONT CONVENUS DE CE QUI SUIT:
La Cour est priéede déterminer si la souveraineté sur les parcelles
cadastrales connues de 1836 à 1843sous les nos91 et 92, Section A,
Zondereygen, appartient au Royaume de Belgique ou au Royaume
des Pays-Bas.
ArticleII
Sans préjuger en rien de la charge de la preuve, les Parties
contractantes sont convenues, se référantà l'article 37 du Règle-
ment de la Cour, que la procédure écrite consisterait en:
1.un mémoire du Royaume de Belgique devant être soumis à
Ia Cour dans les trois mois qui suivront la notification du
présent accord prévue à l'articlIII ci-après;
2.un contre-mémoire du Royaume des Pays-Bas devant être
soumis dans les trois mois qui suivront la remise du mémoire
du Royaume de Belgique ;
3. une réplique du Royaume de Belgique, suivie d'une duplique
du Royaume des .Pays-Bas, devant être soumises l'une et
l'autre dans un délaià fixer par la Cour.
Dès l'entrée en vigueur du présent accord, celui-ci sera notifiéà
la Cour, conformément à l'article40du Statut de la Cour, par les
soins du Royaume des Pays-Bas. SECTION A.-SPECIAL AGREEMENT

OF JUSTICE OF THE DIFFERENCE BETWEEN THE KIKGDOM OF
THE SETHERLANDS -4SD THE KINGDOM OF BELGIUM COKCERNING
SOVEREIGNTY OVER CERTAIN PARCELS OF LAND
SITUATED AT THE BELGIAN-DUTCH FRONTIER
[Translation]
The Government of the Kingdom of the Netherlands and the
Government of the Kingdom of BeIgium;
Considering that a difference has arisen between them as a result
of claims by each of them regarding sovereignty over the parcels
shown in the survey and known from 1836 to 1843 as Nos. 91 and
92, Section A, Zondereygen;
Desiring that this differenceshould be settIby a decision of the
International Court of Justice determining their respective rights
as regards sovereignty over those parcels;
Desiring to define the issues to be submitted to the International
Court of Justice;
HAVE AGREED AS FOLLOWS:
The Court is requested to determine whcther the sovereignty
over the parcels shown in the survey and known from 1836 to
1843 as Nos. gx and 92, Section A, Zondercygen, belongs to the
Kingdom of Belgium or the Kingdom of the Netherlands.
ArticleII
Without prejudice to any question as to the burden of proof, the
Contracting Parties agree, having regard to Article7 of the Rules
of Court, that the written proceeding should consist of
(1) a Jfemorial of the Kingdom of Belgium to be submitted within
three months of the notification of the present Agreement to
the Court in pursuance of Article III belo\v;
(2) a Counter-IlemoriaI of the Kingdom of the Netherlands to be
submitted nrithjn three months of deliveryof the Memonal
ofthe Kingdom of Belgium ;
(3) a Reply of the Kingdom of Belgium folIowed by a Rejoinder
of the Kingdom of the Netherlands to be delivered within
such times as the Court may order.
Upon the entry into force of the present Agreement, it shall be
notified to the Court under Article 40ofthe Statute of the Court
by the Kingdom of the Netherlands. Lc présent accord sera soumis à ratification.
Les instruments de ratification seront échangés le plus tôt
possible à Bruxelles et le présent accord entrera en vigueur imrné-
diatement après l'échange desdits instruments.
En foi de quoi les soussignés,dûment autoriséspar leurs Gouver-
nements respectifs,ont signéle présent accord.
Fait en double à La Haye, le7 mars 1957 ,n néerlandais eten
français, les deux testes faisant égalementfoi.

The present Agreement shall be subject to ratification.
The instruments of ratification shall be exchanged as soon as
possible in Brussels and the present Agreement shall enter into
force immediately upon the exchange of thoçe instruments.
In witness whereof the undersigned, being duIy authorized
thereto by their respective Governments, have signed the present
Agreement.
Done in duplicate at The Hague, the 7th day of Blarch, 1957, in
Dutch and French, both texts being equallÿ authoritative.

OF RATIFlCATION

The Undersigned have met together for the purpose of exchang-
ing the instriiments of ratification of the Special Agreement for
submisçion to the International Court of Justice of the difference
between the Kingdom of the NetherIands and the Kingdom of
Belgiurn concerning sovereignty over certain parcels of land
situated at the Belgian-Uutch frontier, signed at The Hague on
March 7th,1957.
These instruments having been found in good and due form, the
said exchange took place this day.
In witness whereof the Undersigned have signed the present
Certificate.
Done in duplicate in French in Brussels, the 19th day of Novem-
ber, 1957.
