Conclusion of the public hearings

Court ready to begin its deliberation

THE HAGUE, 23 November 2007. The public hearings in the case concerning Sovereignty
over Pedra Branca/Pulau Batu Puteh, Middle Rocks and South Ledge (Malaysia/Singapore) were

concluded today. The Court will now start its deliberation.

During the hearings, which opened on 6 Nove mber2007 at the Peace Palace, seat of the
Court, the delegation of Malaysia was led by His Excellency Mr. Tan Sri Abdul Kadir Mohamad,
Ambassador-at-Large, as Agent. The dele gation of Singapore was led by His Excellency

Professor Tommy Koh, Ambassador-at-Large, as Agent.

The Court’s Judgment will be rendered at a public sitting, the date of which will be
announced in due course.

Final submissions of the Parties

At the end of the oral proceedings, the Agets of the Parties presented the following final
submissions to the Court:

For Malaysia:

“In accordance with Article 60, paragraph 2, of the Rules of Court, I respectfully request the
Court to adjudge and declare that sovereignty over:

(a) Pedra Branca/Pulau Batu Puteh;

(b) MiddleRocks;

(c)SouthLedge,

belongs to Malaysia.” - 2 -

For Singapore:

“The Government of the Republic of Singapor e requests the Court to adjudge and declare
that:

(a) the Republic of Singapore has sovereignty over Pedra Branca/Pulau Batu Puteh;

(b) the Republic of Singapore has sovereignty over Middle Rocks; and

(c) the Republic of Singapore has sovereignty over South Ledge.”
