Visit to the International Court of Justice by the President of the Republic of Costa Rica, H.E. Mr. Rodrigo Chaves Robles
THE HAGUE, 23 March 2023. H.E. Mr. Rodrigo Chaves Robles, President of the Republic of Costa Rica, accompanied by H.E. Mr. Arnoldo André Tinoco, Minister for Foreign Affairs, and H.E. Mr. Arnoldo Brenes Castro, Ambassador of the Republic of Costa Rica to the Netherlands, paid a visit yesterday to the International Court of Justice, the principal judicial organ of the United Nations, at its seat at the Peace Palace in The Hague.
President Chaves Robles and his delegation met with H.E. Judge Kirill Gevorgian, Vice-President of the Court, H.E. Judge Peter Tomka, H.E. Judge Xue Hanqin, H.E. Judge Patrick L. Robinson and H.E. Mr. Philippe Gautier, the Court’s Registrar.
During the meeting, President Chaves Robles expressed his gratitude to the Court for its decisions in several cases involving Costa Rica as a party. He underlined Costa Rica’s commitment to international law and the peaceful settlement of disputes among States. Vice-President Gevorgian and the other Members of the Court in turn expressed their appreciation for Costa Rica’s confidence in the international legal system and commended it for having deposited a declaration under Article 36, paragraph 2, of the Court’s Statute in 1973, whereby it recognized the compulsory jurisdiction of the Court.
At the end of the meeting, President Chaves Robles received a gift from the Vice-President of the Court and signed the Visitors’ Book. He was also given a brief tour of the Great Hall of Justice, where the Court holds its public sittings.

The International Court of Justice (ICJ) is the principal judicial organ of the United Nations. It was established by the United Nations Charter in June 1945 and began its activities in April 1946. The Court is composed of 15 judges elected for a nine-year term by the General Assembly and the Security Council of the United Nations. The seat of the Court is at the Peace Palace in The Hague (Netherlands). The Court has a twofold role: first, to settle, in accordance with international law, through judgments which have binding force and are without appeal for the parties concerned, legal disputes submitted to it by States; and, second, to give advisory opinions on legal questions referred to it by duly authorized United Nations organs and agencies of the system.
