Sir,
I have the honour to transmitt to you the answer from the legal
Adviser of the ~ederal Ministry of ~oreign Affairs, which revresents
the formal reply of the Federal Republic of Yugoslavia to the questi
on ~osed by the Jud5e Guillaume at the Public sittin§ of the Interna
tional Court of Justice held on Friday 2 A~ril 1003. The text of the
reply is as follows:
"Regardin the yuestion of Jud,5e Guillaume, we would like to
advise that the r-ederal ~epublic of Yukoslavia has not, bv anv do
cu~ent, ultimately accepted the obligation mentioned in paragraph
2 of the Opinion No. 0 of the "Arbitration Commission"."
The Ministry's Ie~al Adviser has also requested th3t 1 transwitt
to you our Government's continued dissatisfaction with addition of the
names of Serbia and Montene~r on ~arenthese ts the official name of
the Federal Republic of Yu8oslavia. They ~oint out to our forwal sub
mission of the letter of the Secretary General of the TT~Boutros Bou
tros-Ghali, of 26 ~ebruar y093 (ref. our Note No. 41/03-18 of A~ril
5th,1003). ~e will further subwitt, if neccessary, other forwal corre

try and TJNHission in New York in which the official name Federal Re
