Après délibéré en chambre du conseil,
Vu l’article 48 du Statut de la Cour et les articles 31, 44, 45, para

graphe 1, 48 et 49 de son Règlement,
Vu la requête déposée au Greffe de la Cour le 26 novembre 2013, par
laquelle la République du Nicaragua a introduit une instance contre lfa

République de Colombie concernant un différend portant sur des «fviola
tions des droits souverains et des espaces maritimes du Nicaragua qui lufi
ont été reconnus par la Cour dans son arrêt du 19 novembre 2012 [en
l’affaire du Différend territorial et maritime (Nicaragua c. Colombie)]

ainsi que sur la menace de la Colombie de recourir à la force pour cofm
mettre ces violations » ;
Considérant que, le 26 novembre 2013, un exemplaire original de la

requête a été transmis à la Colombie ;

ORDER

Composed as above,

After deliberation,
Having regard to Article 48 of the Statute of the Court and to A-ti
cles 31, 44, 45, paragraph 1, 48 and 49 of the Rules of Court,

Having regard to the Application filed in the Registry of the Court onf
26 November 2013, whereby the Republic of Nicaragua instituted pro-
ceedings against the Republic of Colombia concerning a dispute in rela -
tion to “the violations of Nicaragua’s sovereign rights and maritifme zones

declared by the Court’s Judgment of 19 November 2012 [in the case con -
cerning Territorial and Maritime Dispute (Nicaragua v. Colombia)] and
the threat of the use of force by Colombia in order to implement these
violations” ;

Whereas on 26 November 2013 an original of the Application was
transmitted to Colombia ;

Considérant que, dans sa requête, le Nicaragua a fait connaîtref à la

Cour qu’il avait désigné S. Exc. M. Carlos José Argüello Gómez comme
agent; et que, par une lettre en date du 15 janvier 2014, la Colombie a fait
connaître à la Cour qu’elle avait désigné S. Exc. M. Carlos Gus -
tavo Arrieta comme agent et S. Exc. M. Manuel José Cepeda, comme
coagent ;

Considérant que, au cours d’une réunion que le président de fla Cour a
tenue avec les agents des Parties le 23 janvier 2014, en application de l’ar -
ticle 31 du Règlement, l’agent du Nicaragua a indiqué que l’affafire pou -

vait être tranchée rapidement et a sollicité en conséquence,f aux fins de la
préparation du mémoire, un délai de six mois à compter de l’fadoption de
la présente ordonnance ; et que l’agent de la Colombie, se référant aux
questions juridiques et factuelles complexes que l’affaire soulevaift, a indi-
qué qu’un délai de douze mois à compter du dépôt du méfmoire serait

nécessaire pour la préparation du contre-mémoire de son gouvernement ;

Compte tenu des vues des Parties,

Fixe comme suit les dates d’expiration des délais pour le dépôt fdes
pièces de la procédure écrite :

Pour le mémoire de la République du Nicaragua, le 3 octobre 2014 ;
Pour le contre-mémoire de la République de Colombie, le 3 juin 2015 ;

Réserve la suite de la procédure.

Fait en français et en anglais, le texte français faisant foi, au Palais de
la Paix, à La Haye, le trois février deux mille quatorze, en trois exem -

plaires, dont l’un restera déposé aux archives de la Cour et lefs autres
seront transmis respectivement au Gouvernement de la République du
Nicaragua et au Gouvernement de la République de Colombie.

Whereas in its Application Nicaragua notified the Court of the appoint-f

ment of H.E. Mr. Carlos José Argüello Gómez as Agent ; and whereas,
by letter dated 15 January 2014, Colombia notified the Court of the
appointment of H.E. Mr. Carlos Gustavo Arrieta as Agent and of
H.E. Mr. Manuel José Cepeda as Co-Agent ;

Whereas, at a meeting held by the President of the Court with the
Agents of the Parties on 23 January 2014, pursuant to Article 31 of the

Rules of Court, the Agent of Nicaragua indicated that the case could be f
decided rapidly and consequently requested a time-limit of six months,
from the day of the adoption of the present Order, for the preparation of
his Government’s Memorial ; and whereas the Agent of Colombia, refer -
ring to the complex legal and factual questions raised in the case, indif -

cated that a period of twelve months from the filing of the Memorial
would be necessary for the preparation of his Government’s Counter-
Memorial ;

Taking into account the views of the Parties,

Fixes the following time-limits for the filing of the written pleadings :

3 October 2014 for the Memorial of the Republic of Nicaragua ;
3 June 2015 for the Counter-Memorial of the Republic of Colombia ;
and

Reserves the subsequent procedure for further decision.

Done in French and in English, the French text being authoritative, at
the Peace Palace, The Hague, this third day of February, two thousand

and fourteen, in three copies, one of which will be placed in the archivfes
of the Court and the others transmitted to the Government of the Repub -
lic of Nicaragua and the Government of the Republic of Colombia,
respectively.
