The International Court of Justice,

Composed as above,

After deliberation,
Having regard to Article 48 of the Statute of the Court and to
Articles 31,, 45, 48, 49 and 79 of the Rules of Court,
Having regard to the Application by the Federal Republic of Yugo-
slavia filed in the Registry of the Court on 29 April 1999, instituting

proceedings against theingdom of the Netherlands "for violation
of the obligation not to use force",
Having regard to the request for the indication of provisional measures
submitted by Yugoslavia on 29 April 1999and to ther made by the
Court on 2 June 1999, whereby it rejected the request and reserved the
subsequent procedure for further decision;

Whereas, in order to ascertain the views of the Parties on the subse-quent procedure, the Vice-President of the Court, Acting President, met
their representatives on 28 Jiine 1999; whereas at that meeting the
Netherlands, referring to the findings reached by the Court in its above-
mentioned Order of 2 June 1999, requested that the question of the
jurisdiction of the Court and of the admissibility of the Application in
this case should be separately determined before any proceedings on the
merits; whereas at that same meeting Yugoslavia opposed this request
and stated that it wished to be permitted to submit a Memorial on the
merits, as provided by the Rules of Court, it being understood that the
Netherlands would be entitled, pursuant to Article 79, paragraph 1, of
the Rules, to raise preliminary objections within the time-limit fixed for
the filing of its Counter-Memorial; and whereas the Applicant envisaged
a time-limit of approximately six months for the filing of the pleading
which it wished to submit;

Taking into consideration the viewsofthe Parties and the relevant pro-
visions of the Rules of Court,

Fixes the following time-limits for the filing of the written pleadings
envisaged by Article 45 of the Rules:
5 January 2000 for the Memorial of the Federal Republic of Yugo-
slavia;

5 July 2000 for the Counter-Memorial of the Kingdom of the Nether-
lands; and
Reserves the subsequent procedure for further decision.

Done in English and in French, the English text being authoritative, at
the Peace Palace, The Hague, this thirtieth day of June, one thousand
nine hundred and ninety-nine, in three copies, one of which willbe placed
in the archives of the Court and the others transmitted to the Govern-
ment of the Federal Republic of Yugoslavia and the Government of the
Kingdom of the Netherlands, respectively.

Vu la requêtedéploséeau Greffe de la Cour le 29 avril 1999, par
laquelle la République fédéralede Yougoslavie a introduit une instance
contre le Royaume des Pays-Bas «pour violation de l'obligation de ne

pas recourirl'emploi de la force)),
Vu la demande en indication de mesures conservatoires présentéepar
la Yougoslavie le 29 avril 1999 et l'ordonnance rendue par la Cour le
2juin 1999,aux termes de laquelle elle a rejetéladite demande et réservé
la suite de la procédure;
Considérant qu'aux:fins de se renseigner auprès des Parties sur la suitequent procedure, the Vice-President of the Court, Acting President, met
their representatives on 28 Jiine 1999; whereas at that meeting the
Netherlands, referring to the findings reached by the Court in its above-

cours de cette réunion les Pays-Bas, se référantaux conclusions aux-
quelles la Cour est parvenue dans son ordonnance susmentionnée du
2 juin 1999,ont demandé qu'il soit statuéséparément,avant toute pro-
cédure sur le fond, sur les questions de la compétencede la Cour et de
la recevabilitéde la requêteen l'espèce;considérant qu'au cours de la
mêmeréunion, la Yougoslavie s'est opposée a cette demande et a
indiquéqu'elle souhai.taitpouvoir présenterun mémoiresur le fond, ainsi

qu'envisagédans le R.èglementde la Cour, étant entendu que les Pays-
Bas pourraient soule~ierdes exceptions préliminaires dans le délaifixé
pour le dépôt deleur contre-mémoire,conformémentau paragraphe 1de
l'article 79udit Règlement; et considérant que le demandeur a évoqué
un délaid'environ six mois aux fins du dépôtde la piècequ'il souhaitait
produire ;
Considérant les vues des Parties et les dispositions pertinentes du
Règlementde la Cour,

Fixe comme suit les dates d'expiration des délaispour le dépôt des
piècesde la procédure:écriteprescrites par l'article du Règlement:

Pour le mémoirede la Républiquefédérale de Yougoslavie, le 5janvier
2000 ;
Pour le contre-mérrioiredu Royaume des Pays-Bas, le 5juillet 2000;

Réservela suite de la procédure.

Fait en anglais et erifrançais, le texte anglais faisant foi, au Palais de la
Paix, à La Haye, le trente juin mil neuf cent quatre-vingt-dix-neuf, en
trois exemplaires,dont l'un restera déposéaux archives de la Cour et
les autres seront transmis respectivement au Gouvernement de la Répu-
blique fédéralede Yougoslavie et au Gouvernement du Royaume des
Pays-Bas.
