Havingregard to Article 48of thetute ofthe Court andto Article 46
of the Rules of Court,
Havingregard toan agreement entitled "Framework Agreement on the
Peaceful Settlement ofthe TerritorialDispute between theGreat Socialist

People's LibyanArab Jamahiriya and the Republicofd", done in the
Arabic and French languages at Algier1oAugust 1989,notified to the
Court inAugust/September 1990;
Having regard to anOrder made by the Court on 26 October 1990
recording (interalia)the agreement of the Parties thatthe proceedings in
the present case had in effect been instituted by two successive notifica-
tions of the Special Agreement constituted by thed "Frameworkdispositionquantaux piècesde procédure,etquelaprocédureenl'espèce
devraitêtredéterminép ear laCoursur labasedescommunications reçues
des Parties auxquelles il est fait référencedans l'ordonnance, conformé-
ment au paragraphe 2de l'article 46 du Règlementde la Cour;

Considérant que, par cette ordonnance, la Cour avait décidé que,
comme le prévoitcet article, chacune des Parties déposerait un mémoire
et un contre-mémoiredans les mêmesdélaiset avaitfixéau 26août 199 1
la date d'expiration du délaipour le dépôt des mémoires; et que les
mémoiresdesdeux Parties ont étédûment déposés danlse délaiprescrit;
Considérant que,par une ordonnance du 26août 1991,le Présidentde
la Cour avait fixéau 27 mars 1992la date d'expiration du délaipour le
dépôt des contre-mémoires;etque les contre-mémoiresdes deux Parties

ont étédûment déposés dansle délaiprescrit;
Considérant que,au coursd'une réunion quele Présidentde la Coura
tenue aveclesreprésentantsdesParties le27mars 1992,pour serenseigner
auprès d'elles sur la suite de la procédure, la question a étésoulevéede
savoirsiledépôtderépliquesparlesdeux Partiespourrait êtrenécessaire;

S'étantrenseignéeauprès des Parties,
Décided'autoriser la présentation par chacune des Parties d'une ré-
plique, dans le mêmedélai ;

Fixeau 14septembre 1992la date d'expiration du délaipour le dépôt
desrépliques ;
Réservela suite de la procédure.

Faitenfrançais etenanglais, letexte françaisfaisantfoi, au Palais de la
Paix, à La Haye, le quatorze avril mil neuf cent quatre-vingt-douze, en

trois exemplaires, dont l'un restera déposé aux archivesde laCour et les
autresseronttransmisrespectivement au Gouvernement de laJamahiriya
arabe libyenne populaire et socialiste et au Gouvernement de la Répu-
blique du Tchad.

provision astothe pleadings, and that the procedure inthe case should be
determined on the basis of the communications from the Parties referred
to inthe Order, pursuant to Article 46,paragraph 2,ofthe Rules of Court;
Whereas by that Order theCourt decided that, as provided in that Ar-
ticle, each Party should file a Memorial and Counter-Memorial within
the same time-limits, and 26 August 1991 was fixed as time-limit for

the Memorials; and whereas the Memorials of the two Parties were duly
filed within that time-limit;
Whereas by an Order dated 26August 1991the President of the Court
fixed 27 March 1992 as time-limit for the Counter-Memorials; and
whereas the Counter-Memorials of the two Parties were duly filed within
that time-limit;

Whereas at a meeting between the President of the Court and the
representatives ofthe Partiesheld on 27March 1992,atwhich the viewsof
the Parties on the further procedure were ascertained, the question was
raised whether the filingbythe two Parties of Replies mightbe necessary;
Having ascertained the views ofthe Parties,

Decidesto authorize the presentation by each Party of a Reply, within
the same time-limit ;
Fixes14September 1992as time-limit forthe Replies; and

Reservesthe subsequent procedureforfurther decision.

the Peace Palace, The Hague, this fourteenthday of April, onethousand
nine hundred and ninety-two, inthree copies, one of which willbeplaced
inthe archives oftheCourt and the otherstransmitted to the Government
of the Socialist People's LibyanArab Jamahiriya and the Government of

the Republic of Chad, respectively.
