Case concerning the Vienna Convention on Consular Relations
(Germany v. United States of America)
Reguest for the indication of provisional measures
Court to give its decision today, Wednesday 3 March 1999 at 7 o.m.
THE HAGUE, 3 March 1999. This evening, at 7 p.m., the International Court of Justice
(ICJ) will give îts decision on the request for the indication provisional measures made by
Germany in the case conceming the Vienna Convention on Consular Relations CGermany v. United
States of America).
Vice-President Weeramantry, exercising the functions of the presidency in the case (the
President being a nationalof the United States), will read the Court's Order at a public sitting.
Germany instituted proceedings against the United States before the Court in the evening of
2 March 1999 in a dispute concerning alleged violations of the Vienna Convention on Consular
Relations of24 April 1963 with respect to the case of Messrs Karl and Walter LaGrand, German
nationals convicted of murder in Arizona (United States). Karl LaGrand was executed on
24 F ebruary last. His brother Walter is due to be executed toy.

NOTE FOR THE PRESS
1. The public sitting will be held in the Great Hall of Justice of the Peace Palace in
The Hague, the Netherlands. Mobile telephones and beepers are allowed in the courtroomovided
they are turned off or set on silent mode. Any offending deviee will be temporarily retained.
2. Members of the Press will be entitled to attend on presentation of an admission card, which
may be obtained upon application. The tables reserved for them are situated on the far left of the
public entrance of the courtroom.
3. Photographs may be taken for a few minutes at the opening and at the end of the sitting.
Television crews may film, but advance notice should be given to the Information Office (see
paragraph 8).
4. ln thePress Room, located on the ground floor of the Peace Palace (Room 5), the reading
of the Court's decision will be relayed through a loudspeaker.
5. At the end of the sitting, a press release and a summary of the Order will be distributed
in the Press Room.
