(Paraguay v. United States of America)

Request for the indication of provisional measures

Court to give its decision on Thursday 9 April 1998 at 2 p.m.

THE HAGUE, 8 April 1998. On Thursday 9 April 1998at 2 p.m., the International Court
of Justice (ICJ)will give its decision onthe request forthe indicationof provisional measures made
by Paraguay in the case conceming the Yienna Convention on Consular Relations
(Paraguay v. United States of America).

Vice-President Weeramantry, exercising the functionsof the presidency in the case (the
President beinga national of the United States), will read the Court'sOrder at a public sitting.

Paraguay instituted proceedings against the United States before the Cour3 April 1998
in a dispute concerning alleged violations of the Vienna Convention on Consular Relations
of 24 April 1963 with respect to the case of Mr. Angel Francisco Breard, a Paraguayan national
convicted of murder in Virginia (United States) who is due ta be executed on 14 April 1998.

NOTE FOR THE PRESS

1. The public sitting will be held in the Great Hall of Justice of the Peace Palace in
The Hague, theNetherlands. Mobiletelephones and beepersare allowed inthe courtroomprovided
they are turned off orset on sileot mode. Any offending deviee will be temporarily retained.

2. Membersofthe Press will beentitled to attend on presentation of an admissioncard, which
may be obtained upon application. The tables reserved for them are situated on the far left of the
public entrance of the courtroom.

3.Photographs may be taken for a few minutes at the opening and at the end of the sitting.
Television crews may film, but advance notice should be given to the Information Office (see
paragraph 8).

4. In the Press Room, located on the ground floor of the Peace Palace (Room 5), the reading
of the Court's decision will be relayed through a loudspeak.er.

5. At the end of the sitting, a press release and a summary of the Order will be distributed

6. The press release, the summary and the full text of the Order will be simultaneously
available on the Website of the Court (bttp:flwww.icj-cij.org).

7. Members of the Press who wish to mak.etelephone calls may use the phone located in the
Press Room for collect calls or the public telephones in the Post Office in the basement of the Peace
Palace.
