Application of the International Convention for the Suppression of the Financing of Terrorism and of the International Convention on the Elimination of All Forms of Racial Discrimination (Ukraine v. Russian Federation) Fixing of time-limits for the filing of the Counter-Memorial of the Russian Federation
THE HAGUE, 19 November 2019. By an Order dated 8 November 2019, the International Court of Justice (ICJ), the principal judicial organ of the United Nations, has fixed 8 December 2020 as the time-limit for the filing of the Counter-Memorial of the Russian Federation in the case concerning Application of the International Convention for the Suppression of the Financing of Terrorism and of the International Convention on the Elimination of All Forms of Racial Discrimination (Ukraine v. Russian Federation).
This decision follows the Judgment delivered on 8 November 2019, in which the Court found that it has jurisdiction to entertain the claims made by Ukraine under the International Convention for the Suppression of the Financing of Terrorism (ICSFT) and the International Convention on the Elimination of All Forms of Racial Discrimination (CERD).
In the same Judgment, the Court rejected the preliminary objection raised by the Russian Federation to the admissibility of the Application of Ukraine in relation to the claims under CERD.
The subsequent procedure has been reserved for further decision.

The International Court of Justice (ICJ) is the principal judicial organ of the United Nations. It was established by the United Nations Charter in June 1945 and began its activities in April 1946. The Court is composed of 15 judges elected for a nine-year term by the General Assembly and the Security Council of the United Nations. The seat of the Court is at the Peace Palace in The Hague (Netherlands). The Court has a twofold role: first, to settle, in accordance with international law, legal disputes submitted to it by States (its judgments have binding force and are without appeal for the parties concerned); and, second, to give advisory opinions on legal questions referred to it by duly authorized United Nations organs and agencies of the system.
