Prevention of ~iscrimination'and ~roiection of Minorities". A copy of the Pro-
visional text in E and F is attached (Annex 1, A and B)'. The words "on a
priority basis" inoperative paragraph 2were proposed by the United States and
were adopted by a recorded vote of 17in favourand 9 against, with 22absten-
tions (Annex JI)'. The resolution as a whole as amended was adopted by a
recorded vote of 24 in favour and 8 against, with 19abstentions (Annex III)'.
Formal letter of submission will follow as soon as final tex1of the resolution
becomes available.

of the Convention on the Privileges and lmmunities of the United Nations in
the case of MI. Dumitru Mazilu as Special Rapporteur of the Sub-commission
on Prevention of Discrimination and Protection of Minorities. 1am proceeding
to effect thenotifications required by Article66, paragraph 1, of the Statute of

Paragraph 2 of Article 66 of the Statute provides that the Registrar shall, by
means of a specialand directcommunication, notify any Stateentitled toappear

Convention on the Privilenes and Immunities of the United Nations. Those
comments weresubmittcd 10 the Court in accordance with Article66. paragraph
4. of its Statute, within the timc-limit fixed in thc Ordcr of the Court's President
dated 14 June 1989.
The text of the written comments of the United States of America will be cir-
culated to the United Nations, to the States which submitted written statements
as well as to al1other States to which the original invitation to submit written
statements was extended.
