ORDER
The President of the Chamber of the Internat~onal Court of Justice
formed to deal with the caseconcerning the Frontier Dispute (BeninlNiger),
Having regard to Article 48 of the Statute of the Court, and to
Articles18, paragraph 3, 44, 46 and 92 of the Rules of Court,
Having regard to the Special Agreement signed by the Republic of
Benin and the Republic of Niger on15June 2001and having entered into
force on 11 April 2002, by which the Governments of those two States
agreed to submit to a Chamber of the Court a dispute concerning "the
definitiveelimitatioii of the whole boundary between them",
Having regard to the Order of 27 November 2002, whereby the Court
fixed 27 August 2003 as the time-limit for the filing of a Memorial by
each of the Parties;
Whereas the Memlnrialsof Benin and Niger hake been filed within the
above time-limit;
Whereas Article 3, paragraph 1 (h), of the above-mentioned Special
Agreement provides ithata Counter-Memorial shall be submitted by each
of the Parties not later than nine months after the exchange of Memorials,
Fixes 28 May 2004 as the time-limit for the filing of a Counter-
Memorial by each Party; and
Reserves the subsequent procedure for furtherdecision. Done in French and in English, the French text being authoritative, at
the Peace Palace, The Hague, this eleventh day of September, two
thousand and three, in three copies, one of which will be placed in the
archives of the Courit and the others transmitted co the Government of
the Republic of Benin and the Government of tlie Republic of Niger,
respectively.

Le présidentde la Chambre de la Cour internationale de Justice cons-
tituéepour connaître de l'affaire dufirend frontalier (BininlNiger),
Vu l'article 48 du Statut de la Cour et les articles 18,paragraphe 3, 44,
46 et 92 de son Règlement,
Vu le compromis signé par la République du Béninet la République
du Niger le 15juin 2001 et entréen vigueur le 11avril 2002, par lequel les
gouvernements de ces deux Etats sont convenus de soumettre à une
chambre de la Cour un différendconcernant «la délimitation définitive
de l'ensemble de leur frontière)),
Vu l'ordonnance du 27 novembre 2002, par laquelle la Cour a fixéau
27 août 2003 la date d'expiration du délaipour le dépôt d'un mémoire
par chaque Partie;
Considérant que les mémoiresdu Bénin etdu Niger ont été déposés
dans le délaisusvisé;
Considérant que le paragraphe 1 6)de I'article 3 du compromis sus-
mentionné prévoit qu'un contre-mémoire sera soumis par chacune des
Parties au plus tard neuf mois après l'échange des mémoires,
Fixe au 28 mai 2004 la date d'expiration du délaipour le dépôt d'un
contre-mémoire par chaque Partie;
