After deliberation,
Having regard to Article 48 of the Statute of the Court and to
Articles 44 and 7of the Rules of Court.
Having regard to the Order of 30 June 1999, whereby the Court fixed
5 January 2000 and 5 July 2000 as the time-limits for the filing, respec-
tively, of a Memorial of the Federal Republic of Yugoslavia and a
Counter-Memorial of the Kingdom of the Netherlands,
Having regard to the preliminary objections to jurisdiction and admis-
sibility filed by the Netherland5 July 2000,
Having regardto the Order of 8 September 2000, whereby the Vice-
President of the Court, Acting President, fixed 5 April 2001 as the time-
limit within which the Federal Republic of Yugoslavia might present a208 LEGALITY OF USE OF FORCE (ORDER 20 III02)
written statement of its observations and submissions on the preliminary
objections made by the Kingdom of the Netherlands,
Having regard to the Order of 21 February 2001, whereby the Court,
taking account of the agreement of the Parties and of the circumstances
of the case, extended to 5 April 2002 the time-limit within which Yugo-
slavia might present its written statement;
Whereas, by letter dated 8 February 2002, received in the Registry on
the same day by facsimile. the Agent of the Federal Republic of Yugo-
slavia referred i~îterrrliuto "dramatic" and "ongoing" changes in Yugo-
slavia which "have put the cas[e] . ..in a quite different perspective", as
well as to the decision to be taken by the Court in another case involving
Yugoslavia, and requested the Court, for reasons stated in that letter,
"for a stay of proceedings or. .. for an extension by twelve months of the
time period for the submission of observations on the preliminary objec-
tions raised by . . . the Netherlands"; and whereas, on receipt of that
letter, the Registrar transmitted a copy thereof to the Agent of the
Kingdom of the Netherlands;
Whereas, by letter dated 21 February 2002, received inthe Registry on
25 February 2002, the Agent of the Kingdom of the Netherlands informed
the Court that his Government was not opposed to a stay of proceedings
or, ifa stay was not possible, to an extension of the time-limit for the
filing of the observations and submissions of Yugoslavia on the prelimi-
nary objections of the Netherlands,
Taking account of the agreement of the Parties and of the circum-
stances of the case,
E,vtend.sto 7 April2003 the time-limit within which the Federal Repub-
lic of Yugoslavia inay present a written statement of its observations and
subnlissions on the preliminary objections inade by the Kingdom of the
Netherlands; and
Rcscrves the subsequent procedure for further decision.
Done in English and in French, the English text being authoritative, at
the Peace Palace, The Hague, this twentieth day of March, two thousand
and two, in three copies, one of which will be placed in the archives of the
Court and the others transmitted to the Government of the Federal
Republic of Yugoslavia and the Government of the Kingdom of the
Netherlands, respectively.

la Cour, faisant fonction de président en l'affaire, a fixéau 5 avril 2001 la

Having regard to the Order of 21 February 2001, whereby the Court,
taking account of the agreement of the Parties and of the circumstances
of the case, extended to 5 April 2002 the time-limit within which Yugo-
slavia might present its written statement;
Whereas, by letter dated 8 February 2002, received in the Registry on
the same day by facsimile. the Agent of the Federal Republic of Yugo-

5 avril 2002 la date d'expiration du délai dans lequel la Yougoslavie
pourrait présenter sori exposéécrit:
Considérant que, par lettre du 8février2002, reçue au Greffe le même
jour par télécopie, l'agentde la République fédéralede Yougoslavie s'est
notamment référé à des changements «profonds» et ((encore en cours))
en Yougoslavie qui ((ont placé [l'affaire]dans une tout autre perspec-
tive», ainsi qu'à la décision rendre par la Cour dans une autre affaire
impliquant la Yougoslavie, et a demandé i~ la Cour, pour les raisons
exposées dans ladite lettre. «soit la suspension de la procédure, soit la
prorogation de douze mois du délaipour la présentation des observations
sur les exceptions prdiminaires soulevées ...par ... les Pays-Bas)); et
considérant que, dès réceptionde cette lettre, le greffier en a fait tenir
copie a l'agent du Royaume des Pays-Bas;
considérant que, par lettre du 21 février 2002, reçue au Greffe le
25 février 2002, l'agent du Royaume des Pays-Bas a informéla Cour que
son gouvernement ne s'opposait pas à la suspension de la procédure ou,
si cette suspension n'étaitpas possible. à la prorogation du délai pour le
dépôt des observatioris et conclusions de la Yougoslavie sur les excep-
tions préliminaires de:; Pays-Bas,
Compte tenu de l'accord des Parties et des circoristances de l'espèce,
Reporte au 7 avril 2003 la date d'expiration du délai dans lequel la
République fédéralede Yougoslavie pourra présenter un exposé écrit
contenant ses observat.ions et conclusions sur les exceptions préliminaires
soulevéespar le Royaume des Pays-Bas;

Fait en anglais et en français, le texte anglais faisant foi, au Palais de la
Paix, à La Haye, le vingt mars deux mille deux, en trois exemplaires, dont
