Le président dela Cour internationale de Justice,

Vu l'article48 du Statutde la Cour et lesparagraphes 3 et 4 de l'article
44 de son Règlement,
Vu l'ordonnance du 25 novembre 1999,par laquelle la Cour a fixé,res-
pectivement, au 11 septembre 2000 et au II septembre 2001 les dates
d'expiration des délaispour le dépôt du mémoirede la République de

Guinéeet du contre-mémoirede la Républiquedémocratiquedu Congo;
Considérant que, par lettre dueptembre 2000,parvenue au Greffe le
mêmejour par télécopiesous le couvert d'une note verbale deambas-
sade de la République de Guinée à Bruxelles, la ministre des affaires
étrangéres de laRépubliquede Guinéea priéla Cour de proroger de neuf
mois le délaipour le dépôtdu mémoire, et a indiquéles raisonsappui
de cette demande;et considérant que, des réceptionde cette lettre, le gref-
fier, se référantau paragraphede l'article 44 du Reglement, en a fait
tenir copieàl'agent de la République démocratiquedu Congo;

Considérant que, par lettre du 7 septembre 2000, parvenue au Greffe le
mêmejour par télécopie, l'agentde la République démocratique du
Congo a notamment indiqué que <<[l]enouveau délai de neuf mois
demandé par la Guinéene ~[ouvait]recevoir unéchofavorable de la part
du Gouvernement congolais)) et que«si un délai supplémentairedevait INTERNATIONAL COURT OF JUSTICE

ORDER

The President of the International Court of Justice,

Having regard to Article 48 of the Statute of the Court and to
Article 44, paragraphs 3 and 4, of the Rules of Court,
Having regard to the Order dated 25 November 1999, whereby the
Court fixed11September 2000 and 1 1September 2001 respectively as the

time-limits for the filing of the Memorial of the Republic of Guinea and
the Couiiter-Memorial of the Democratic Republic of the Congo;
Whereas, by a letter dated 4 September 2000, received in the Registry
on the same day by facsimile under cover of a Note Verbale from the
Embassy of the Republic of Guinea in Brussels, the Minister for Foreign
Affairs of the Republic of Guinea requested the Court totend by nine
months the time-limit for the filing of its Memorial, and indicated the
reasons for that request; and whereas, on receipt of that letter, the
Registrar, referring to Article, paragraph 3, of the Rules of Court,

transmitted a copy thereof to the Agent of the Democratic Republic
of the Congo:
Whereas, by a letter dated 7 September 2000, receivedin the Registry
on the same day by facsimile, the Agent of the Democratic Republic of
the Congo, irztruliu, indicated that "[tlhe new time-limit ofnine months
requested by Guinea [could]not be favourably received bythe Congolese
Government" and "were additional time to be allowe. . .[this] shouldêtre accordé...,[celui-ci]ne devrait pas dépasserles trois mois et devrait
êtreconsidérécomme un délaide rigueur, étant entendu que la Répu-
blique démocratique du Congo disposerait de cette mêmeprolongation
pour le dépôtde son contre-mémoire)),

Reporte au 23mars 2001 la date d'expiration du délaipour le dépôtdu
mémoirede la Républiquede Guinée;
Reporte au 4 octobre 2002 la date d'expiration du délaipour le dépôt
du contre-mémoire de la République démocratiquedu Congo;

Rkserve la suite de la procédure.

Fait en français et en anglais, le texte français faisant foi, au Palais de
la Paix,à La Haye, le huit septembre deux mille, en trois exemplaires,
dont l'un restera déposéaux archives de la Cour et les autres seront
transmis respectivement au Gouvernement de la Républiquede Guinéeet

au Gouvernement de la République démocratiquedu Congo.

not exceed three months, and should be considered an ubsolute time-
limit,it being understood that the Democratic Republic of the Congo
would receive a similar extension to the time-limit for the filing of its
Counter-Memorial",

Extends to 23 March 2001 the time-limit for the filing of the Memorial
of the Republic of Guinea;

E.utend.7to 4 October 2002 the time-limit for the filing of the Counter-
Memorial of the Democratic Republic of the Congo; and
Reserves the subsequent procedure for further decision.

Done in French and in English, the French text being authoritative, at

the Peace Palace, The Hague, this eighth day of September, two thou-
sand, in three copies, one of which will be placed in the archives of the
Court and the others transmitted to the Government of the Republic of
Guinea and the Government of the Democratic Republic of the Congo,
respectively.
