The President of the International Court of Justice,
Having regard to Article8 of the Statute of the Court and to Ar­

ticles1 and 79 of the Rules of Court,
Having regard to theOrder made by the President of the Court on
16 April 1993, whereby he fixed 15 October 1993 as the time-liinit for the
Memorial of Bosnia and Herzegovina and 15 April 1994 as that for the

Counter-Memorial of Yugoslavia (Serbia and Montenegro),

Having regard to the Order made by the Vice-President of the Court
on 7 October 1993, whereby he extended to 15 April 1994 the time-limit

for the Memorial of Bosnia and Herzegovina and extended to 15 April
1995 the time-limit for the Counter-Memorial of Yugoslavia (Serbia and
Montenegro),
Having regard to the Order made by the President of the Court on

21 March 1995, whereby he extended to 30 June 1995 the time-limit for
the Counter-Memorial of Yugoslavia (Serbia and Montenegro);
Whereas on 26 June 1995 Yugoslavia (Serbia and Montenegro) filed
certain preliminary objections relating, firstly, to the admissibility of the

Application and, secondly, to the jurisdiction of the Court to deal with
the case;

Whereas, accordingly, by virtue of Article 79, paragraph 3, of the
Rules of Court, the proceedings on the merits are suspended and pro­
ceedings have to be organized for the consideration of those preliminary
objections in accordance with the provisions of that Article;

Taking into account the views expressed by the Agents of the Parties,
in the course of a meeting that the President of the Court held with them
on 11 July 1995,

Fixes 14 November 1995 as the time-limit within which the Republic
of Bosnia and Herzegovina may present a written statement of its obser­
vations and submissions on the preliminary objections raised by the
Federal Republic of Yugoslavia (Serbia and Montenegro); and

Reserves the subsequent procedure for further decision.

Done in French and in English, the French text being authoritative, at
the Peace Palace, The Hague, this fourteenth day of July, one thousand
nine hundred and ninety-five, in three copies, one of which will be placed
in the archivesof the Court and the others transmitted to the Government
of the Republic of Bosnia and Herzegovina and the Government of the

Federal Republic of Yugoslavia (Serbia and M<?ntenegro), respectively.

ORDONNANCE

Le Président de la Cour internationale de Justice,

Vu l'article 48 du Statut de la Cour et les articles 31 et 79 de son Règle­
ment,

Vu l'ordonnance du 16 avril 1993, par laquelle le Président de la Cour
a fixéau 15 octobre 1993 la date d'expiration du délai pour le dépôt du
mémoire de la Bosnie-Herzégovine etu 15 avril 1994 la date d'expira­
tion du délaipour le dépôt du contre-mémoire de la Yougoslavie (Serbie
et Monténégro),

Vu l'ordonnance du 7 octobre 1993,r laquelle le Vice-Président de la
Cour a reporté au 15 avril 1994 la date d'expiration du délai pour le
dépôt du mémoire de la Bosnie-Herzégovine et au 15 avril 1995 la date
d'expiration du délaipour le dépôt du contre-mémoire de la Yougoslavie
(Serbie et Monténégro),

Vu l'ordonnance du 21 mars 1995, par laquelle le Président de la Cour
a reporté au 30 juin 1995 la date d'expiration du délai pour le dépôt du
contre-mémoire de la Yougoslavie (Serbie et Monténégro);
Considérant que,e 26juin 1995, la Yougoslavie (Serbie et Monténégro)
a déposécertaines exceptions préliminaires afférentes, en premier lieu, à

la recevabilitéde la requêteet, en second lieu, à la compétence de la Cour
pour connaître de l'affaire;

Considérant qu'en conséquence, en vertu de l'article 79, paragraphe 3,
du Règlement de la Cour, la procédure sur le fond est suspendue et qu'il

échetd'organiser la procédure pour l'examen desdites exceptions prélimi­
naires conformément aux dispositions de cet article;
Compte tenu des vues exprimées par les agents des Parties lors d'une
réunion que le Président de la Cour a tenue avec eux le Il juillet 1995,

Fixe au 14 novembre 1995 la date d'expiration du délaidans lequel la
République de Bosnie-Herzégovine pourra présenter un exposé écrit
contenant ses observations et conclusions sur les exceptions préliminaires
soulevées par la République fédérativede Yougoslavie (Serbie et Monté­
négro);

Réserve la suite de la procédure.

Fait en français et en anglais, le texte français faisant foi, au Palais de
la Paix, à La Haye, le quatorze juillet mil neuf cent quatre-vingt-quinze,
en trois exemplaires,dont l'un restera déposéaux archives de la Cour et
les autres seront transmis respectivementau Gouvernement de la Répu­
blique de Bosnie-Herzégovine et au Gouvernement de la République

fédérativede Yougoslavie (Serbie et Monténégro).
