ORDER

The President of the International Court of Justice,

Havingregard to Article 48ofthe Statute ofthe Court andto Articles 44
and 46 of the Rules of Court,
Having regard to the Order made by the Court on 26 October 1990
recording(intealia)the agreement of the Parties that the proceedings in

the present case had in effect been instituted by two successive notifi-
cations of the Special Agreement constituted by the "Framework Agree-
ment" between the two Parties of 31August 1989,andthat theprocedure
in the case should be determined on the basis of the notifications and
communications from the Parties referred to in the Order, pursuant to
Article 46,paragraph 2, of the Rules of Court;
Whereas by that Order the Court decided that each Party should file
a Memorial and Counter-Memorial within the same time-limit, and
26 August 1991was fixed as time-limit for the Memorials;

Whereas the Memorials of the two Parties wereduly filed within that
time-limit;
Whereas at a meeting between the President of the Court and the
Agents of the Parties held on 26 August 1991the Parties agreed that a
time-limit of seven months would be appropriate for thefiling of the

ORDONNANCE

Le Présidentde la Cour internationalede Justice,

Vul'article 48 du Statut de la Cour et les articles 44et 46 de son Règle-
ment,
Vu l'ordonnance rendue par la Cour le 26 octobre 1990 constatant,
notamment, que les Parties sont convenues qu'en l'espècel'instance avait
en faitétintroduite par deux notifications successivesdu compromis que
constitue l'accord cadre du 31août 1989,et quela procédure en l'espèce
devrait êtreterminéepar laCour sur labase des notifications etcommu-
nications reçues des Parties auxquelles il est fait référencedans I'ordon-
nance, conformément a l'article 46, paragraphe 2, du Règlement de la

Cour;
Considérant que, par cette ordonnance, la Cour a décidéque chacune
des Partieséposeraitun mémoireet un contre-mémoiredans les mêmes
délais et a fixéau 26 août 1991ladate d'expiration du délaipour ledépôt
des mémoires ;
Considérantque lesmémoiresdesdeux Parties ont étédûment déposés

dans le délaiprescrit;
Considérant que, au cours d'une réunionque le Présidentde la Cour a
tenue avec les agents des Parties le 26 août 1991,les Parties sont conve-
nues qu'un délaide sept mois serait approprié pour le dépôtdes contre-
mémoires ; Taking into accountthe agreement of the Parties,

Fixes27 March 1992as time-limit for the Counter-Memorials; and

Reservesthe subsequentprocedure forfurther decision.

the Peace Palace, The Hague, this twenty-sixth day of August, one thou-
sand nine hundred and ninety-one, in three copies, one of which will be
placed in the archives of the Court and the others transmitted to the
Government of the Socialist People's Libyan Arab Jamahiriya and the
Government of the Republic of Chad, respectively.
