ORDER
The President of the International Court of Justice,
Having regard to Article 48 of the Statute of the Court, and to
Articles 44 and 48 of thees of Court,
Havingregard to theApplication ofthe State ofQatar filed inthe Regis-
try of the Court on 8July 1991,instituting proceedings against theState of
Bahrain in respect of certain disputes between the two States relating to
sovereignty over the Hawar islands, sovereign rights over the shoals of
Dibal and Qit'atJaradah, and thedelimitation ofthe maritime areas ofthe
two States;
Whereas in that Application Qatarfoundsthe jurisdiction of the Court
upon certain agreements between the Parties stated to have been con-
cluded in December 1987and December 1990,the subject and scope of
the commitment tojurisdiction being determined, according to Qatar, by
a formulaproposed by Bahrain to Qataron 26October 1988and accepted
by Qatar in December 1990;
Whereas by letters addressed to the Registrar of the Court on 14July
1991 and 18 August 1991 Bahrain contested the basis of jurisdiction
invoked by Qatar;
Whereas at a meeting between the President of the Court and the
representatives of the Parties held onctober 1991it was agreed thatquestions of jurisdiction and admissibility in this case should be separ-
ately determined before any proceedings on the merits; and whereas at
that meeting agreement was also reached on time-limits for written pro-
ceedings on these questions;
Whereas it is necessary for the Court to be informed of al1the conten-
tions and evidence offact and lawon which the Parties relyinthat connec-
tion ;
Taking into account the agreementconcerning theprocedure expressed
by the Parties, consulted under Article 31of the Rules of Court,
Decides that the written proceedings shall first be addressed to the
questions of the jurisdiction of the Court to entertain the dispute and
of the admissibility of the Application;
Fixesthe foliowing time-limits for those proceedings
10February 1992forthe Memorial of the State of Qatar;
I1June 1992forthe Counter-Memorial of the State of Bahrain; and
Reservesthe subsequentprocedure for further decision.
Done in English and in French, the English text being authoritative, at
the Peace Palace, The Hague, this eleventh day of October, one thousand
nine hundred and ninety-one, in three copies, one of which willbe placed
in the archivesof the Court and theothers transmitted to theGovernment
of the State of Qatar andthe Government of the State of Bahrain, respec-
tively.

Le Présidentde la Cour internationale de Justice,
Vu l'article 48 du Statut de la Cour et les articles 44 et 48 de son Règle-

Vu la requêteenregistrée au Greffe de la Cour le 8 juillet 1991, par
laquelle1'Etatdu Qatar a introduit une instance contre I'Etat de Bahreïn
au sujet de certains différends entre les deux Etats relatifsuverai-
netésur les îles de Hawar, aux droits souverains sur les hauts-fonds de
Dibal et de Qit'at Jaradah àla délimitation des zones maritimes entre
les deux Etats;
Considérant que, dans cette requête,leQatarfonde lacompétencede la
Cour sur certains accords que les Parties auraient conclus en décembre
1987et en décembre 1990,l'objet et la portéede l'engagementaccepter
cette compétence étant déterminés, d'aprèsle Qatar, par une formule
proposéeauQatarpar Bahreïn le 26octobre 1988et acceptéepar leQatar
en décembre 1990;
Considérant que, par lettres adresséesau Greffier de la Cour le 14juil-
let 1991et le 18août 1991,Bahreïn a contestéle fondement de la compé-
