The President ofthe International Court ofJustice,
Havingregard to Article48 ofthe Statute ofthe Court andto Article44
ofthe Rules of Court,
Having regard to the Order of 21 April 1989by which time-limits for
the written proceedings on the merits were fixed as follows: 19-
ber 1989for the Memorial of Nicaragua and 19 February 1990for the
Counter-Memorial of Honduras,
Whereas by letters dated 15August 1989and 16August 1989respec-
tivelythe Agent of Nicaragua and the Agent of Honduras brought to the
notice of the Court certain agreements reached by the Presidents of the
Central Arnericancountries (includingthe Partiestothe present case)ata
meeting inTela, Honduras, from 5to 7 August 1989;
Whereasthe Agentof Nicaragua stated in his letterthat in one ofthose
agreementsNicaragua had committeditselfinteraliato requestingapost-
ponement of the time-limitfor submission of its Memorial on the merits
and that hisGovernment, in compliancewiththis commitment,requested
the fixing of a new datefor the filing of its Memorial and,in viewof the
terms ofthesaid agreement,proposed that such new date be 8 December
1989;
Whereas the Government of Honduras, having been afforded an
opportunity, in accordance with Article 44, paragraph 3, of the Rules ofCourt, to state its viewon the request of Nicaragua, informed the Court,
by a letter from its Agent dated 22 August 1989,that it welcomed the
request and had no observations to make on it;
Whereas in the circumstancesbrought to the Court's attention by the
Parties the request for extension of the time-limit for the filing of the
Memorial may be granted while reserving the question of extension of
the time-limitfor the filing ofthe Counter-Memorial;
Extendsto 8December 1989thetime-limitforthe filingbythe Republic
of Nicaragua of a Memorial on the merits in the case;
And reservesthe subsequent procedure forfurther decision.
Done in English and in French, the Englishtextbeing authoritative, at
the PeacePalace,TheHague,thisthirty-firstday ofAugust,onethousand
nine hundred and eighty-nine,inthree copies, one ofwhichwillbeplaced
inthe archivesofthe Courtand the otherstransmitted to the Government

Considérant que,par lettres datéesdu 15août 1989et du 16août 1989
respectivement,l'agentdu Nicaragua et l'agentdu Honduras ontporté à
la connaissance delaCour certains accordsconclus par lesPrésidentsdes
pays d'Amérique centrale(ycompris lesParties au présent différend)lors
d'une réuniontenue Tela(Honduras), du 5au 7 août 1989;
Considérantquel'agentdu Nicaragua a décldans salettreque,dans
l'unde cesaccords,leNicaragua s'étaitengagénotammentmander le
report deladate d'expiration du délaipour ledépôtdesonmémoiresurle
fond, que son gouvernement demandait, conformémenà cet engage-
