liaviiig regard to Articles 40 and 48 of the Statute of the Court,
hnving regard to Articles 32 and 37 of the Rules of Cour;

Mnkes the jollowitzg Order:

Whereas on August qth, 1953, the French Chargé d'affaires ad
itzterim at The Hague filed in the Registry an Application instituting
lxoceediilgs before the Court against the Republic of Lebanon
regarding a dispute between the French Government and the
Lebanese Government concerning certain concessions for the
exploitation of public services in Lebanon, granted by the latter
Government to the "Electricité de Beyrouth" Company,

Whereas, for the purpose of basing the jurisdiction of the Court,
the Application refers to Article 23 of an Agreement concluded on
Jailuary 24th, 1948, betwcen the French Government and the
Lebancse Government,
Whereas thc Applicatioii also stütcs tl-icnature of the claiin and
givcs a concise statcmcilt of the. facts and grounds on ~vhich the
claim is based,

Whereas, thereforc, thc Application fiilfils the formal conditions
laiddown by thc Kulcs of Coiirt,
Whereas, by a letter dated Aiigust qth, 1953, the French Chargé
d'affairesad interim at The Hague notified the appointment of

Considérant que, par télégramme daté du 23 septembre I9j3,
le ministre des Affaires étrangères du Gouvernement libanais a
notifiéla désignation de M. Emile Tyan, professeur, comme agent
de ce Gouvernement :

4près s'êtrerenseignée auprès des Parties sur les questions de
procédure et avoir pris leurs propositions en considération,
Fixe comme suit la date d'expiration des délais pour le dépôt
par les Parties desdites pièces:

pour le mémoire du Gouvernement de la Républiquc française :
18 janvier 1954 ;

pour le contre-mémoire du Gouvernement de la Républiquc
libanaise :28 avril 1954 ;
Réservela suite de la procédure.

Fait en français et en anglais, le texte français faisant foi, au
Palais de la Paix, à La Haye, le vingt octobre mil neuf cent cin-

(luante-trois, en trois cxemplaireç, dont l'un restera déposéaux
archives de la Cour et dont les autres seront transmis respective-
ment aux Gouvernements de la République française et de la
République libanaise.

Whereas, by telegram dated September 23rd, 1953, the Minister
for Foreign Affairs of the LebaneseGovernment notified the appoint-
ment of Professor Emile Tyan as Agent of that Government ;

After ascertaining the views of the Parties with regard to ques-
tions of procedure and taking their proposals into consideration,

Fixes as follows the time-limits for the filing by the Parties of
the said Pleadings :

for the Memorial of the Government of the French Republic :
January 18th, 1954 ;
for the Counter-Memorial of the Government of the Republic

of Lebanon : Aprilz8th, 1954 ;
And reserves the rest of the procedure for further decision.

Done in French and English, the French text being authoritative,
at the Peace Palace, The Hague, this twentieth day of October, one

thousand nine hundred and fifty-three, in three copies, one of which
will be placed in the archives of the Court and the others will be
transmitted to the Government of the French Republic and the
Government of the Republic of Lebanon, respectively.
