The International Court of Justice,
composed as above,
after deliberation,
having regard to Article 48 of the Statute of the Court and to
Article 37 of the Rules of Court,
Makes thefollowingOrder:
Having regard to the Order of 5 February 1963, fixing 30 Sep-
tember 1963asthe time-limit forthe filingof the Counter-Memorial
of the Government of South Africa;
Whereas, in a letter dat21 August 1963,received and filin
the Registry on 29 August 1963,the Agent for the Government of
South Africa set out the reasons for which his Government con-
sidered that this time-limit was insufficient and requested its
extension to5 May 1964; Whereas, on 30 August 1963, a certified true copy of the afore-
mentioned letter was transmitted to the Agent for the Governments
of Ethiopia and Liberia who was asked to make known the views
of those Governments on the request ;
Whereas, in a letter dated 6 September 1963, the Agent for the
Governments of Ethiopia and Liberia set out the reasons for
which those Governments opposed the granting of any extension
of time.
having thus ascertained the views of the Parties,
extends to IO January 1964 the time-limit for the filing of the
Counter-Memorial of the Government of South Africa;
Reserves the subsequent procedure for further decision.
Done in English and in French, the English text being authori-
tative, at the Peace Palace, The Hague, this eighteenth day of
September one thousand nine hundred and sixty-three, in four
copies, one of which will be placed in the archives of the Court, and
the others transmitted to the Government of Ethiopia,the Govern-
ment of Liberia and the Government of South Africa, respectively.

Rend l'ordonnance suivan:e
Vu l'ordonnance du 5 février 1963 fixant au 30 septembre 1963
la date d'expiration du délaipour le dépôt du contre-mémoire du
Gouvernement de l'Afrique du Sud;
Considérant que, par lettre21uaoût 1963 reçue et enregistrée
au Greffe le 29 août 1963,l'agent du Gouvernement de l'Afrique du
Sud a exposé lesraisons.pour lesquelles son Gouvernement consi-
dère ce délai comme insuffisant et en a demandé la prorogation

ladite lettre a étécommuniquée à l'agent des Gouvernements de
1'Ethiopie et du Libéria, qui a été invitéà faire connaître les vues
de ces Gouvernements à cet égard;
Considérant que, par lettre du 6 septembre 1963, l'agent des
Gouvernements de 1'Ethiopie et du Libéria a exposé les raisons
pour lesquelles ces Gouvernements s'opposaient à toute proroga-
tion du délai,
s'étant ainsi renseignéeauprès des Parties,
reporte au IO janvier 1964 la date d'expiration du délai fixé
pour le dépôt du contre-mémoire du Gouvernement de l'Afrique
du Sud ;
Réservela suite de la procédure.
Fait en anglais et en français, le texte anglais faisant foi, au
Palais de la Paix, à La Haye, le dix-huit septembre mil neuf cent
soixante-trois, en quatre exemplaires, dont l'un restera déposéaux
archives de la Cour et dont les autres seront transmis respective-
ment au Gouvernement de l'Ethiopie, au Gouvernement du Libéria
et au Gouvernement de l'Afrique du Sud.
