ORDER
The President of the International Court of Justice,
having regard to Article48 of the Statute of the Court and to
Article 62 of the Rules of Court,
having regard to therder of 13January 1961fixing 15December
1961 as the time-limit for the filing of the Counter-Memorial of the
Government of the Republic of South Africa;
Whereas, within the time-limit so fixed, the Government of the
Republic of South Africa filed certain PreliminaryObjections to
the jurisdiction of the Court;
Whereas, accordingly, by virtue of the provisions of Article,
paragraph 3, of the Rules of Court, the proceedings on the merits
are suspended and a time-limit has to be fixed for the presentation
by the other Party of a written statement of its Observations and
Submissions on the Preliminary Objections;
Fixes I March 1962 as the time-limit within which the Govern-
ments of Ethiopia and Liberia may present a written statementof
their Observations and Submissions on the Objections raised by
the Government of the Republic of South Africa.
Done in English and in French, the English text being authori-
tative, at the Peace Palace, The Hague, this fifth day of December,one thousand nine hundred and sixty-one, in four copies, one of
which will be placed in the archives of the Court and the others
transmitted to the Government of Ethiopia, the Government of
Liberia and the Government of the Republic of South Africa,
respectively.

The President of the International Court of Justice,

ORDONNANCE
Le Président de la Cour internationale de Justice,
vu l'article8 du Statut de la Cour et l'artic62 du Règlement
de la Cour,
vu l'ordonnance du 13 janvier 1961 fixant au15 décembre 1961
la date d'expiration du délaipour le dépôt du contre-mémoire du
Gouvernement de la République sud-africaine;
Considérant que, dans le délai ainsi fixé, leGouvernement dela
République sud-africaine a déposé certaines exceptions prélimi-
nairesà la compétence de la Cour;
Considérant qu'en conséquence, en vertu des dispositions de
l'article2, paragraphe 3, du Règlement de la Cour, la procédure
sur le fond est suspendue et qu'il échet defixer un délaidans lequel
la Partie adverse pourra présenter un exposé écritcontenant ses
observations et conclusions sur les exceptions préliminaires;
Fixe au I~~mars 1962 la date d'expiration du délaidans lequel
les Gouvernements de l'Éthiopie et du Libéria pourront présenter
un exposé écritcontenant leurs observations et conclusions sur les
exceptions soulevéespar le Gouvernement de la République sud-
africaine.
Fait en anglais et en français, le texte anglais faisant foi, au
Palais de la Paix, à La Haye, le cinq décembre mil neuf cent
