ORDER

The President of the International Court of Justice,

having regard to Artic48 of the Statute of the Court and to
article 37 of the Rules of Court;
Whereas, by a letter dat19 June 1962,the Belgian Ambassa-
dor to the Netherlands transmitted to the Registry an Application
by the Belgian Government, dated June 1962,instituting before
the Court "new proceedings in the dispute between the Belgian
Government andthe SpanishGovernment concerning the Barcelona
Traction, Light and Power Company, Ltd.";
Whereas the Belgian Ambassador to the Netherlands states in
hisletter that the Belgian Government has appointed as its Agent
to represent it before the Court in this case M. Yves Devadder,
Legal Adviser, Ministry for Foreign Affairs and ExteTrade,
and that the Application bears the signature of Devadder;

Whereas, to found the jurisdiction of the Court, the Application
relies on Articlef the Treaty of Conciliation, Judicial Settlement
and Arbitration of July1927between Belgium and Spain and on
-Articl37of the Statute of the Court; Whereas, on 19 June 1962, a copy of the Application was trans-
mitted to the Spanish Ambassador to the Netherlands;

Whereas, by a letter dated24 July 1962,the Spanish Ambassador
to the Netherlands informed the Registry that his Government had
appointed as Agent Professor Juan Manuel Castro-Rial;

Having ascertained the views of the Parties,

Fixes as follows the time-limits for the filing of Pleadings:

for the Memorial of the Belgian Government, 31 October 1962;
for the Counter-Memorial of the Spanish Government, 15 March
1963 ;

Reserves the subsequent procedure for further decision.
Done in French and in English, the French text being authori-
tative, at the Peace Palace, The Hague, this seventh day of August,
one thousand nine hundred and sixty-two, in three copies, one of
which will be placed in the archives of the Court and the others
transmitted to the Belgian Government and to the Spanish Govern-
ment, respectively.

Le Préçident de la Cour internationaleJustice,
vu l'article 48 du Statut de la Cour et l'article 37 du Règlement
de la Cour

Considérant que, par lettre d19juin 1962,l'ambassadeur de
Belgique aux Pays-Bas a transmis au Greffe une requêtedu Gouver-
nement belge portant la date du 14 juin2et introduisant devant
la Cour ((une nouvelle instance relative au différend opposant le
Gouvernement belge au Gouvernement espagnol au sujet de la
Barcelona Traction, Light and Power Company, Lt1);
Considérant que, par sa lettre, l'ambassadeur de Belgique aux
Pays-Bas fait connaîtreque le Gouvernement belge a désigné
comme son agent pour le représenter devant la Cour en cette affaire
M. Yves Devadder, jurisconsulte du ministère des Affaires étrangères
et du Commerce extérieur, et que la requêteporte la signature de
M. Devadder;
Considérant que, pour établir la compétencede la Cour, la requête
invoque l'artic17 du traité de conciliation, de règlement judiciaire
et d'arbitrage entre la Belgique et l'Espagne duillet1927et

nement avait désignécomme agent le professeur Juan Manuel
Castro-Rial ;
Après s'êtrerenseignéauprès des Parties,
Fixe comme suit la date d'expiration des délais pour le dépôt

des pièces de la procédure écrite:
pour le mémoire du Gouvernement belge, le 31 octobre 1962;
pour le contre-mémoire du Gouvernement espagnol, le 15 mars
1963 ;

Réservela suite de la procédure.
Fait en français et en anglais, le texte français faisant foi, au
Palais de la Paix, à La Haye, le sept août mil neuf cent soixante-
deux, en trois exemplaires, dont l'un restera déposéaux archives
de la Cour et dont les autres seront transmis respectivement au

Gouvernement belge et au Gouvernement espagnol.
