New cases submitted by Libya

The following information is communicated to the Press by the
Registry of the International Court of Justice:

The Court will, at 10 a.m. on Thursday 26 March 1992~ open hearings
on the requests for provisional measures filed by Libya on 3 March 1992
in cases against the United Kingdom and the United States concerning the
interpretation or applicatiom of the 1971 Montreal Convention for the
Suppression of Unlawful Acts against the Safety of Civil Aviation,
arising out of the crash of Pan Am flight 103 at Lockerbie
(United Kingdom) on 21 December 1988. The hearings will be held in
public in the Great Hall of Justice of the Peace Palace, The Hague.

As reported in Press Communiqué92/1 of 3 March 1992, Libya
requested the Court to indicate the following measures:

(a) To enjoin the United Kingdom and the United States respectively
• --- from taking any action against Libya calculated to coerce or
campel Libya to surrender the accused individuals to any
jurisdiction outside of Libya; and

(b) to ensure that no steps are taken that wuld prejudice .in any
way the r.ights of Libya with respect to the legal proceed.ings
that are the subject of L.ibya's Applications.

NOTEFORTHEPRESS

1. The public sittings will be held in the Great Hall of Justice of
the Peace Palace. Members of the Press will be entitled to attend on
presentation of an admission card, -which may be obtained upon
application. The tables reserved for them are situated on the far left
of the public entrance of the courtroom.

2. Photographe may be taken before the opening and during the first
five minutes of the sitting; also for ~ few minutes towards the end.
Filming for cinema or television purposes is however subject to special
authorization.

3. In the Press Room, located on the ground floor of the

Pesee Palace (Room 5), the Court' s proceedings will be relayed through a e
loudspeak.er.

4. Members of the Press may use only the public telephones in the
Post Office in the basement of the Palace.

5. Mr. A. Th. Witteveen, Secretary of the Court (telephone
extension 233) or, in his absence, Mrs. N.C. El-Erian (telephone
extension 234), will be available ta deal with any requests for
information by members of the Press.
